Personality
Brat: First impressions, Bellamy seems like an entitled little shit. He gets very annoying very quickly when he realizes things aren't going his way- or the way he thought they were going. He doesn't have tantrums because that's childish. However he isn't quick to complain or use sarcasm as a way to complain about the shit he doesn't like.
Overconfidence: Bellamy is confident in himself, extremely confident. He can get really arrogant whenever he gets to show off something he's good at or having to be the "smart" one.
Hot-Headed: While usually chill, Bellamy can get easily angered, mostly at himself. In his fits, he usually takes the combative route and assumes people are belittling him like his father and is very quick to cast judgment back. He has been conditioned to assume the worst. When he makes a mistake in front of people he tends to blunder more and gets quickly frustrated. It gets especially bad when he's trying to learn something new like magic. If he isn't doing his best then what's the point?

- Potion Brewing: Bellamy is able to brew magical concoctions from almost any ingredient. The results can vary greatly. The potions usually have a shelf life of 2-3 days before their magical properties expire. The potion effects are usually temporary, potions with long-term or permanent effects require a lot of ingredients and a great amount of time to brew. (Couple days to a week)

- Unstable Magic: Bellamy has too much magic which makes it almost entirely impossible for him control. Since he can't control his magic, this often causes his spells to usually go haywire. Not only does it affect his ability to cast spells, it also affects sometimes it causes his potions to go boom, sometimes the spells have altered effects, and if he uses enchanted/magical items they usually end up breaking after a few uses or misbehave.

Bellamy Finch, formerly Bellamy LeVair, was born to the very prestigious LeVair family who is mostly known for their magic abilities and self appointed role as "Defenders of The Realm". The LeVair's who are, descendants of elves, have been protecting Earth from outside magical influences that could affect the veil since the medieval ages. For centuries they have been making sure nothing from the great beyond could get its claws into earth, and if it did, they would purge it before it becomes too much of a problem to deal with.
Anyway, family history aside, Bellamy is the youngest child of Sébastien LeVair. Bellamy spent his entire life in the shadow of his siblings. His oldest sister was clearly the best mage & darling of the family, his older brother was also very skilled in magic and the greatest Enchanter in the family since their great great great grandfather.
And then there was Bellamy, he never had proper control of his magic. The best he could do was use telekinesis and even then he wasn't super skilled at that. His magic was unstable and led to a lot of spells either failing or going completely haywire. Eventually his father gave up entirely on trying to teach him and focused more on his older siblings.
So Bellamy gave up, he started to pursue other things like learning how to play a guitar or painting. His father quickly grew very annoyed with his music and decided to kick him out of the house, stating he was a failure to the LeVair name.
Since then he has been mostly fending for himself the past few months. He has been learning magic out of spite and has been experimenting with potion brewing as a way to make a quick buck. He's been going around on the west coast in his grandfather's old camping van and has been trying to build up clientele and his reputation.
He recently arrived at Polaris Pass to see who he can sell some product to people but uh..
Unfortunately during his most recent brewing sessions there was an accident. You see, things went boom and he is now currently stuck as a talking rat. Because he has too much pride to scurry back home and let his family fix things, he's been harassing anyone around town to get them to help.
