Cunning: Chloe is skilled at twisting all kinds of situations to her advantage, and has a natural talent for misdirection. She usually uses this talent to crack jokes, or to have verbal jousts and friendly debates with people for the fun of it. It makes her feel clever.
Paranoid: Chloe is a protective and security-minded person. Whether or not this is justified, she often fears for her own safety and the safety of her family - and acting on these fears can sometimes cause friction.
Hard-Working: Being a lawyer, a mother of two, and a lord of hell is a difficult balancing act - and Chloe has found ways to make it work for almost two decades. She is organized, focused, and skilled at time management. She can move mountains to get things done when she has to.

- Wish-Granting - Chloe can grant someone almost anything their heart desires. This can mean curing otherwise incurable illnesses, granting supernatural power, granting great wealth, granting supernatural beauty, granting incredible success to a business or organization, or bringing ruin upon one's enemies. However, rules and restrictions apply:
- Chloe can exchange one wish for hundreds or thousands of years of service to her legions in the afterlife. Upon death, the wisher will become a demonic member of Chloe's legions.
- If someone who is not already one of Chloe's demons learns her true name, she can grant them a wish without the above cost. However, in exchange for this wish, they can no longer speak her true name, write it, or actively guide others towards learning it. If someone already paid the above cost, they can use her true name to nullify that cost.
- Chloe can only grant wishes in the cases described above in (1) or (2). She cannot grant wishes for free.
- Chloe cannot grant two wishes to the same person, even if they both learn her true name and opt in to joining her legion.
- Wishes that can be achieved by turning the wisher into a demon will usually do so, at Chloe's discretion. Such demons must serve Chloe in any way she asks of them (they gain the disadvantage "Under Orders (Chloe Black)") They cannot 'undo' this by learning her true name.
- Wishes made by already-immortal supernatural beings will have the additional cost of removing their immortality or turning them into a demon, as in (5) above.
- Wishes that would alter the state of the world too dramatically will kill the wisher within a day, sending them to hell with memories of living in a world where their wish came true. The wish does not come true in this world. Chloe knows when a wish will do this, and can choose to warn the wisher against it. (Examples of such wishes: "I wish I was king of the world," "I wish capitalism was abolished," "I wish everyone liked having pineapple on pizza," "I wish to alter the setting of starlit avenue dot com, your favorite web site and mine, in a way that the staff strongly disapproves of")
- Chloe can pull a monkey's paw and choose to subvert someone's wish, while still following their request to the letter.

- Chloe's father ("the Duke") was a wish-granting demon lord. He made a rare deal with Chloe's mother. In exchange for a wish, he wanted an heir - her firstborn child, with him as the father.
- He was almost entirely absent from Chloe's early life. She was raised as a human boy. Her mother's husband was a father figure to her and put her on the first steps towards recognizing that she was transgender. He was much closer to Chloe than either of her biological parents.
- One day when she came home from high school, her parents seemed to have entirely forgotten who she was. The Duke then swooped in to take her in, and Chloe chose living with him over living ont he streets.
- The Duke showered her with gifts and privileges, love-bombing her while grooming her to become his lieutenant in hell. She learned from him how to scam humans out of their souls, command demonic legions, and many other things.
- She spent most of her early twenties conning humans out of their souls for wishes. Whenever she expressed discomfort about doing this, the Duke lashed out at her. She was miserable.
- While out selling her wishes to unwitting humans, Chloe met Malara. She credits Malara with inspiring her to launch a coup against the Duke, as well as giving her the strength to win several wars in hell against rival lords who saw the coup as an opportunity to conquer her kingdom in hell.
- After almost a decade of war in hell, Chloe wanted to settle down and claim some semblance of a normal life. She earned a law degree and started a family with Malara in Polaris Pass

- Chloe has a number of demonic minions who are loyal to her. She pays for the living expenses of several shapeshifting demons who serve as bodyguards for her daughters, Amber and Dahlia Black, often without their knowledge. They also surveil the town for signs of her enemies or local wish-granting candidates.
- She has an uncomfortable number of guns in her basement.
