Personality
Fallen from grace: Toby used to be a popular kid, but due to several poorly thought out pranks and outright bullying attempts, he's turned into something of a social pariah at Cordelia Moore. He keeps to himself now, too gloomy to really act out like he used to.
Defensive: As a result of that, he tends to be bitter and cynical. He's a little Sustm of people being overly nice to him, and often assumes that his experiences are too unique for other people to understand (even if they're, like, incredibly normal teenage experiences).
The normie: Toby has been awake for some time. His knowledge of the supernatural is largely surface level, but it's enough for him to realise just how ordinary he is among the extraordinary around him. For a time he wished he was special too. Now he thinks he'll never be.

History
Toby's life has been about as average as it can be for a teenager living in Polaris Pass. He's lived in town all his life, raised by two loving-but-busy parents and his younger step-brother who they dote on.
His awakening happened when he was 10, due to an encounter with a Kelpie while on a family trip. The revelation was very exciting to him. Toby felt like he was the protagonist right out of a book - the kid that knew about this secret, dangerous world that others couldn't see. The fact that his family didn't notice only seemed to confirm this.
Then they returned home and he realised it was all under his nose the whole time.
Toby found himself growing bitter. Like everyone had been making a fool of him, like they had just taken his chance to be anything more than some small town kid. This led to him acting out in increasingly more petty ways, culminating with a very obvious prank at Homecoming to one Katie Korn.
This, for much of the school, was considered the final straw. And once people found out he was responsible, schoolyard justice was swift. Toby has been unpopular in his cohort ever since.
He keeps to himself nowadays, mainly keeping his head down and brooding.
